What media converters are used for
A media converter is the simplest way to put fiber into a copper network: one unit at each end of the fiber run, copper handoff at both sides, no configuration. Where a switch with SFP slots is overkill — a single camera pole, a gate barrier, a remote shed — a converter pair does the job at a fraction of the cost.

Buy matched pairs
Both ends must agree on speed, fiber type, and wavelength. Order converters in pairs — or single-fiber BiDi variants as an A/B set — and label which end is which.
Fiber type and distance
Single-mode SC to 20 km covers most Indian site links. Multimode variants suit short in-building runs where that fiber already exists.
Gigabit, not 10/100
Camera clusters and building links grow; the gigabit price difference is small compared to re-trenching or re-climbing a pole later.
Converter vs SFP switch

Yes, in the common case: one converter at each end of the fiber turns copper→fiber→copper. The exception is when the far end is a switch or OLT with an SFP slot — then one converter pairs with an SFP module instead.
